Construction hoardings are increasingly commonly being covered with street art murals.

But, devoid of political context or message, and done with the permission of the developer, the art is no longer transgressive.

Instead it protects the project with the illusion of transgressive art. It beat people who truly have something to say to the punch.

It's also a tacit message of approval. "Look at that lovely painting - they're adding something to the community already!"
